Chattanooga to SC traffic could be removed from I-75 / Downtown I-85 section which would be a great reduction on the roads.

Suggest numbering this interstate I-24.
Basically sign I-24 with I-75 from state line to where the new interstate starts (around Calhoun), Continue the arc connecting to main routes I-575, US 19, I-985 to I-85 .

Future second section: it can use US 29 to Athens, us 78 to Augusta, Then turn south-ish on US 25 to Savannah....
