I need my Ira money for daughter's college help

I had $57k in an IRA and it is now worth$38k.
I was counting on withdrawing some of those funds to help with college costs in 2009 when my daughter will start college. Can someone tell me if I should take it out now or wait to see what happens by the end of the year. I wanted to take some out before the end of the year and some in early 2009 to ease my annual tax burden. What should I do?
