can we build a house?

I have a very stubborn boyfriend who insits that building a home is WAY too expensive for us. our budget is $180,000 which in our are can get you a 2500 sq ft brand new home or up to a 3500 sq ft fixer upper. we have found some great houses but nothing that is perfect. i have found lots of things i like but they are not all together. i want to buy land and build a modular home or something similar (I have a horse and that is also prompting me in this direction because we cannot afford a farm).
