Question about unemployment benefits...

I do not want to start an argument I am just hoping that someone out there can help me.
My husband is in the military and is being transferred. We have been in NC for 5 years and I have been with the same company for 3 years. We are going to be transferred in June. I was wondering if I would be eligible to collect unemployment. I know that moving and collect is a state by state decision, but i was wondering if because it is a military move if that is different.

I live in California and was laid off in July 2008 after working in the same company for over 4years 10 months as controller/ accounting manager. I applied for unemployment benefits and searched for job. so far no luck. I applied for extension of unemployment benefits but was denied. Reason"I do not have earnings in excess of 40 time the weekly benefit amount or 1.5 times the highest quarter in the base period of your regular claim dated 07/06/08"
I was earning about 63,000.00 for over 3 years in the same job and has been contributing to SDI and other taxes. I have time to file appeal till 15th Jan 09. Any suggestions or help to present the appeal would be welcome. Job market is real real bad.
