Land in Homer; What is the water situation?

The plan is to narrow the real world property choices down to five via the net, and then when I have money in hand, or bank is the case may be, fly up to Homer and physically look at the property, after having queried local bureaucrats offices via email, pertaining to permitting processes, what's required for putting a building on it, putting a septic in, the usual.

I want to use a methane capture septic system, since I intend on having goats Hogs foul, Etc. Methane generation produces usable gas, that can fuel a stove, or even a hot water tank! It also produces usable fertilizer.

I would appreciate any real-world input you might be able to provide. Thank you for your time
