This is indeed a conundrum.
When I encounter such women on dating sites, as I surely have, it often takes me a few weeks or months to figure out she has more red flags than a Chinese PLA parade. You've described quite a few: substance issues, broke, financial problems. About the time some of these start to become my problems, I GTFO of there. Lot of 'em out there. Hang out at PoF if you're a guy, for example, and a dozen/year will show up to darken the door if allowed.
Guess this person is a relative, though. Just wow. Think you missed another so-called "X Factor:" I call it Not my Circus, Not my Monkeys. But, you've taken over the three-ring and seem to finally realize it's an issue. Guess it's different with blood? I have no siblings.
The husband or wife may be the deciding factor, as (they) may tire of having a loser in the yard living in a trailer. Depends if someone has a spine. Thinking life on the streets may be quite educational for a loser, and while sad might be a good wake up call. That, or jail.
