The typical "there is no gangs in El Paso!"
El Paso is crawling with gangs, they are just more occupied with making money (a lot of opportunities to make money illegally in the border) then shooting each other for wearing different colors like they do in the cities you mentioned. Cartels reign control here, and they force gangs to work together, hence the lower levels of gang violence when compared to other cities. No one says Devil's Triangle is a dangerous war zone, just not a pleasant place to be. You will experience violence, theft, robbery and exposure to drug activity if you live in that area. No way around it
