I've leased quite a few cars in NC. However, my leases have started in NC, so I'm not exactly sure how yours is going to work.
Because the title for your leased vehicle is "owned" by the leasing company, your leasing company will be billed for the property taxes and they will pay them. Then, the leasing company will turn around and bill you for the property taxes (so you are paying the leasing company back for the prop taxes.) This is how it's always worked for me.
