The federal government hires lots of temporary staff and as a (reasonably) bilingual permanent resident I am pretty sure you should fine and that they don't require you to be a citizen. Although they do carry out security clearance checks before letting you go work in government building. You might want to check with some of the temp agencies like Barbara Personnel, CLA or Drake to see if they have a citizenship requirement. But I'd be surprised.


Keep in mind that aside from being a temp, it's extremely hard (close to impossible) to get hired for a job in the public service of Canada if you are not a citizen.
