What I find interesting about Evanston's black community is that there's been a size able population since at least the 1920s/1930s, and its earlier settlers came directly to Evanston(and other North shore communities) rather than residing in Chicago first. However, there are reports of African-American residents in Evanston as early as the 1840s; and by the late 1800s, 3 black churches has been established.

Yes, that are of Evanston was mentioned, along with adjacent census block groups 809600-3(66.36% black out of 829 people, MHHI of $63,750) and 809700-3(67.55% black out of 612 people, MHHI of $67,969(2014 info for both). So, Evanston has an area of its West Side that is predominantly black and in the range of middle class.

So, children in that area can walk to those schools as well for the entirety of their public school career.

Another area in Evanston that could/would fit is Census Tract 810200 on the city's South Side next to Chicago. It is 50.36% black out of 5939 people and has a median household income of $53,355. There are businesses in the SE/southern portion of the tract at the border with Chicago as well. There is also a hospital within the tract.
