If the nasty message is in a DM, send it to the mod for the area that you usually post in.

If the nasty message is a post, report the post. The report will go to all the mods that handle that area.

I understand the spam-containment policy behind the one-at-a-time restriction, but is there a way to increase it to a few at a time once a person reaches a certain post threshold by which time it's pretty safe to assume they're not a spammer? Say, 200 posts, or maybe even 500?

There is a way to increase how many people you can send a DM too, as moderators are able to send DM's to more than 1 person. I like we should be able to send DM's to more than one person at a time. I, too, understand the spammer restriction, and understand. However, as Drover said, by a certain number of posts, we know that the poster is not a spammer. Maybe the Admin will consider letting us DM to more than one person after both a certain amount of posts and a certain amount of reputation points. That's similar to the policy on the "Custom User Title", where you must have 100 or 200 posts, and 50 or maybe 100 reputation points. I think that would work, or at least do a test run. There's my 2 cents.

That's what I'm getting at -- is it possible to vary the allowance based on number of posts, such as once you reach 200 posts you can send to 3 people, once you reach 500 posts you can send to 5 people, etc.?

There have been a very few times that it would have been handy to send a DM to more than one person at a time, especially with the 60 second wait. If people over 500 posts or reps could send a DM to 3 people. that would add a little convenience with almost no risk of spam.

The specific instance I can think of is trying to directly contact more than one mod at a time when there is something posted in a forum that needs to be taken down immediately rather than waiting for a mod to get to it through the reporting system. I've had a number of instances where I had to DM one, wait 60 seconds, DM another, wait 60 seconds, DM another, wait 60 seconds, etc.
