I am reading this report, and am at the section titled "Practices that Compromise Integrity of the Process or Cause Harm" that starts on page 26 -which speaks to concerns with adoption on the web as it is currently practiced. At each point I am seeing in the report on unethical practices - it is mirroring what many of the adult adoptees speak about here.

Read through it Friday - that portion anyway is full of giant holes ripe for exploiting. Unfortunately, I see no way to close them. Like they say - anyone with internet access can set up an "adoption" site. Regulating the internet is an impossible task. Educating may help reach some, but where there's a market,there's a way. There will have to be increased scrutiny on the other end on the part of the judicial system when finalizing adoptions - but without uniform standards that can't happen - and won't - they don't have the time,people, or $.

Disturbing that brick & mortar agencies have to possibly compromise their ethics to compete with Joe Schmo in his basement and bathrobe.
