I think it would help if more African countries looked to a country like Norway to learn how to do this.

Weird, unsubstantiated post. Right now the Chinese are Africa's biggest customer for raw materials and they aren't "invading", just being very shrewd.

Every continent has natural resources. Africa just seems like they have more because their consumption rate is much lower.

The question doesn't make a sense, every continent has natural resources,in Europe, they have used them all,Africa has not been fully explored that's all.

All that stupid, messy oil under the ground was of no use to Saudi Arabia in the 19th century, and people were writing "Why does the Middle East have so few natural resources"?

Different resources are useful to human technology at different historical times. Before the nuclear era, uranium was of no value. When it became useful, it got mined out in the places where it was easy to get. As easily accessible reserves are exhausted, there will be more activity in extracing this resource from new places not previously tapped, such as Africa. There are hundreds of sim8lar examples: there was no use for Bauxite before an economical way was found to convert it to aluminum. Then, places with bauxite deposit suddenly had "so many resources".
