That they should achieve high standards of education and universal literacy before they start working their oil reserves. So the citizenry will not just roll over and become doormats for whatever puppet dictator is installed by the multinational oil cartel. And then become as socialist as the American global-nannies will tolerate,

Interesting approaches taken by Norway to prevent the resource curse.
