In defense, Cape Verde is trying to join the European Union, so at least some subset of the population probably sees themselves as more European than African.
I believe about 25% of the country is straight African and I've even heard them refer to themselves as Africans. So, it appears that it is more in line with West Africa.
if Madagascar is considered an African Country then C.V. is too. The fact that there are Europeans there means nothing. That would be like South Africa Trying to join the European Union.
And at one point, Cape Verde and Guinea-Bissau were trying to form a union after independence from Portugal. After the 1980 coup, plans for this ended. And if you go back even further in history, Cape Verde was colonized by Portugal, and then slaves from West Africa were brought over. Some West Africans and Portuguese mixed. Historically, there are more ties to West Africa than to North Africa.
