Rwanda has always claimed that France was behind the Rwanda's genocide.

Not sure if they can be implicated, but they did support the Hutus and the extremist interim government, probably unwittingly supporting the genocide.
Rwanda today though has done remarkably well to rebuild after such an atrocity.
Let's hope though the world has learned the lessons from 20 years ago, and the Never Again slogan is now for real.

Not anywhere.
It couldn't happen in Britain
It couldn't happen in USA
It couldn't happen in france
It couldn't happen in Australia
It couldn't happen in Canada
It couldn't happen in any of the modern developed countries.

This kind of thing is thankfully becoming rare, even in developing countries. Its Africa and the Middle East where these things still happen.

Would not happen now, but certainly did with indigenous peoples - including the complete genocide of the Tasmanian aboriginies in Oz:

The Tasmanian genocide | Abagond

At least there has been response to the impending genocide of the Kurdish ethno-religious group known as the Yazidis , by ISIS in Northern Iraq. (this ISIS group will kill anyone that does not conform to their religion/ideals).
Also, the world had changed a lot since 1994, a genocide of the magnitude and scale of Rwanda would be all over the internet, Youtube and social media if it were to happen again.

I could see it happen between Israel and the Palestinians. Islamist and the native populations in Great Britain and France, and various places around the globe..

The internet would have no affect considering it takes an army to take on the the groups that are responsible for these atrocities. If it wasn't for the US taking on ISIS no one would, and we pick and choose which fight we fight.. Perfect example is Bosco Ntaganda in the Democratic Republic of Congo.
