I see no evidence to support a theory that China might wish to colonize any part of Africa. There seems no need to establish settlements of ex-pat Chinese in African countries to cement the economic relationships or try to influence politics.
I cannot imagine the Chinese having any interest in, or any chance of success, in trying to set up a bureaucracy to "govern" or "administer" African countries or to influence their culture, education, political and legal systems in the way the old-fashioned colonial powers once did.
Since India is rapidly becoming a world economic power and has an enormous population I wonder if the next colonial power could be India? Certainly Russia seems te trying to exert political and economic control over its neighbours and former member states.

Recent studies suggest that the population of Chinese in Africa now stands at close to 1 million. The chief concern is that Chinese small businesses, often run by Chinese families, are capitalizing on their better access to Chinese markets, more advanced techniques, or superior access to capital, to make profits in key industries in which Africans seek employment – namely petty trading, agriculture, mining, and building work.
