The dam should be finishing in mid-2017. 90% of the water transported in the Nile originates from Ethiopia, 59% of that being from the Blue Nile.

Ethiopia has every right to build whatever dam they want on their OWN river.

They are close:

Ethiopia has 100,000 more frontline military personal than SA, many more tanks-560 to SA's 191, but 130 fewer Aircraft than SA.

They primarely use(d) old Russian Mig 21 and 23s and fairly modern SU Fighters. The ranks of Ethiopia's fighter pilots core have been racked by desertion and murders since the early 2000s, which makes you wonder about the quality of the pilots that are left.

No country on the African continent has the ability to project power far outside of it's borders. This is the reason why the militiaries of the US, UK, France, and Russia are considered the most powerful in the world, but countries like Germany, Israel, China, Japan, and India who have professional, well trained, and well equipped armies are not. With that said, Egypt is the obvious frontrunner here; but Egypt is a third rate power at best.

Egypt is an easy choice for #1. I would place Ethiopia 2nd for their experience in actual combat. Next is probably Algeria, simply because of its military spending. Then South Africa. Finally, Eritrea, which has outsized spending compared to the size of the nation and the economy.

I study international security and know a lot about Africa.

One has to bear in mind that African armies and militaries as a whole have to fight in unique environments and are generally poorly equipped. One could make the case for Egypt, South Africa or Nigeria due to the sheer size.

Many armies are however very experienced (at least currently) due to recent regional fighting. One example is Angola, due to most military personal having recent fighting experience. Kenya and Ethiopia also have some experience as well.

Given that African militaries often fight asymmetrically, I would give the nod to militaries with experienced fighters over those that might have a small equipment edge.

I would say Ethiopia has more than just 'some' experience
