The point being made seems pretty clear to me: whites who have been living in Africa for generations aren't to be considered in the poll since they would be more accustomed to learn African languages. Heritage has nothing to do with learning the language: it's rather obvious that a white person whose great-grandfather had come to Africa is more likely to know Xhosa/Yoruba/random African language than me who have never extensively been to Africa.
