Why are there still too many people throughout Africa who haven't been taught to read?

Either schools aren't near or they are too busy trying to survive to have time to go to school. I can bet that the issue is more severe in the rural areas, and also in the poorer countries like Mali.

I don't see how enough of these countries can move out of poverty until education is improved. African governments need to make increasing literacy one of their main goals.
