I grew up around Massillon, and the SE side was traditionally the higher-crime area. I don't know how it relates to the other areas you asked about, though.

Just about all roads are plowed in winter; even rural highways. But, if you live on an out-of-the-way back street, it can take a couple days for them to get to your street.
