Default vote on the Hamilton wet dry issue?

I live in Hamilton AL, a population of 6,500, what is the procedure to let the citizens in this city vote on the wet dry issue?

In Arab, we had signed petitions to get it on the ballot so it could be voted on. We lost by 16 votes and they refused to do a recount even though there were some questions about some of the ballots. We can not vote again on it for 2 years. I could be wrong, but in other areas I heard the legislature had to approve the request before it was voted on.
If you don't have a lot of people wanting this you will face stiff oposition. The people who didn't want outspent the group who asked for the vote by thousands, not to mention they sent out letters and called residents asking them to be sure and vote 'no'.
You might be able to find some info on the AL gov website if no one else answers you.

A city has to have 7,000 population, or the county can vote as a whole. The repersentive or senator can bring it before the legislature and get it approved for a vote for a city but I don't think Millican and Bedford will do that because of Bedford. He don't want it wet because it would hurt his area in Colbert County. You can file a Federal lawsuit in Birmingham and say that is law is unconstitutional which I believe it is.
