Franklin and Marion counties are both down around central to southern Alabama.
Franklin and Marion are in Northwest Alabama and both are definitely rural. Winston county would be another place to look for land. Marion county is on the Corridor X so you would be less than 2 hours from Birmingham and Memphis. Winfield, Hamilton and Haleyville all have hospitals.

Baldwin County .

Gulf Shores/Orange Beach in the South on the Gulf. It has small shopping malls and once you leave the beach highway, there are actually some rural places. although, it doesnt have your #2 or #4, to anyone who disagrees, sorry, i know from personal experience. I got a condo fro spring break with a couple of friend, we had not even finished unpacking before Meyer's Realty called us and said they would relocate us and give us an upgrade ( it was a nice upgrade too, we got 2 extra beds/ rooms and a huge balcony with a built in grill and an extra parking pass.), they people living around us said we were loudly playing rap music, but we didnt even have a portable stereo and the radio in the car was broken and we hadent even turned on the one in the Condo. the ladys at the front desk already new the " deal ". one of them said " this same thing happened last year "smh, but hey, the upgrade was still nice, did i mention the upgrade up us on the beach instead of in the middle of nowhere on the canal side of the highway. it kinda makes you want to take the bigotry for a second. One Nice thing about Gulf SHores is that it has alot of festivals and despite my previous statement, it is still a great family place. but the closest Hospital is in Foley, and on a summer week end, that could be a 2 hour + wait

Foley Has everything you asked about , large shopping mall with national outlets in it( reebok, nike, harry and David, Gap......Tanger Outlet Centers :: Foley, Alabama :: Directory).

once you get 2 miles outside the city limit, there are no zoning and its rural also. COmmunity is pretty good to. depending on where you are in Foley and getting on the highway, it could be a long wait till the hospital as well.

Spanish Fort/ Daphne same as Foley(without a possible hospital wait) but there is a little bit of a superiority complex in that area

Fairhope is is the same as Spanish Fort/Daphne, it has alot of national fairs though, and a beach on the bay, its a beautiful place.

Robertsdale/Loxely is probably the most Rural place on my list, no shopping, but it does have small hardware stores and things like that. It has the County Fair though

Bay Minette/ North Baldwin. Strong community, No shopping other than local hardware, a Christmas Festival, little league for football, baseball, soccer, idk on boy scouts and a hospital with no wait. so its got 1,2,3,4,5

basically, everywhere but gulf Shores fits your profile.
