What's the deal with Grant's head count? (living in, office)

Default What's the deal with Grant's head count?
On city-data the population of Grant is listed as about 800, on the Grant homepage the population is claimed to be 3,000. Does anybody know how or why there is such a difference?

Okay. The police must cover an area larger than just the city.
