The new ethics laws banning PAC to PAC transfers and strengthening the State Ethics Commission are helping...

It's too soon to tell if the new Rolling Reserve Budget law is helping, but it should help by providing more realism in the budget process - the proof will be when the first budgets created under the rolling reserve aren't pro-rated...

It's too soon to tell if the new law requiring Voter ID is helping, but it should reduce voter fraud - we'll see in March 2012...

It's too soon to tell if the new law providing for the State to opt out of Obamacare is helping - it must get approval by voters to become a State Constitutional Amendment...
