MSA is but I don't know how CSAs are determined. It's possible that it's a lower commuting number than MSA, which is 25% I believe.

The commuting patterns are already there. The economic ties are between Birmingham and Cullman hence why Cullman is apart of the Birmingham CSA. The point you're missing is that local officials in Cullman uses its direct proximity to Birmingham as its main recruitment point for any new industry. Everything in Cullman County from commerce to market area is Birmingham. Otherwise, Kroger Nashville division would have expanded its retail footprint into Cullman County by opening stores, but it doesn't because its apart of the Birmingham market area like Tuscaloosa, Gadsden, Anniston/Oxford.
