From the ARRC website: "The ARRC is unlike any other State of Alaska agency. It is owned by the state, but is incorporated and run like a private business. The ARRC receives no operating funds from the state, nor are its employees state employees. Rather, the corporation and ARRC employees generate revenue through freight, passenger and real estate services to cover personnel, operations and maintenance expenses."

So Alaska Railroad Corporation is in stuck not able to expand or develop it's track segment areas. I Think be good idea if ARRC should use own land for lease terms on low end new development apartment building complexes throughout Alaska. Scattered among cities and towns. Easy term apartment rentals year round fully furnished.
