No, it isn't true, and never has been true. A quick visit to the Bureau of the Census will dispell that myth quickly enough. As of July 1, 2006 Alaska's population is estimated to be 670,053, with 346,411 being male, or 51.7% of the population.

As far as the cities of Anchorage, Fairbanks, and Juneau is concerned, the male to female ratio is no different than any other lower-48 city of the same size.
