If a person from southern California and Arizona like myself wanted to retire to Barrow, Alaska, how would he find information and opinions on doing just that?

Well before you just pick a spot on the map and decide you want to retire there, it may be prudent for you to just go visit for a few days. Some people feel that is the place of their dreams and others think it is the edge of the world, or at least you can see it from there.
I can tell you from where you are at now and most of the smaller towns in Alaska, the differences between the two is like Heaven and He'll, which one is what you have to decide on your own. Asking here isn't going to let you know what any of these places are like unless you see for yourself!
Barrow is a pretty expensive town to live in, and even more so if you're from the outside.
Best answer to your question is plan a trip up in January so you can see the darkness and cold, if you get past that, you can meet locals and ask them about costs and such.
