The question asked in the OP is specific to Fairbanks, as was the World Ice Art Championships that Chilkoot mentioned in his post.

You could go camping in one of the hike-in public use cabins. There are quite a few in the Chena area, I believe. I had a lot of fun doing that when I was here visiting in the winter a couple of years ago.
