According to BloombergBusiness week's Best Places to Raise Kids 2013 article, Palmer came out as the best place for the state of Alaska.

There isn't a lot of detail about the survey and while some of the "features" they discuss are interesting, I'm guessing there wasn't a lot of in-depth research done. It seems more like they looked at a map, found Anchorage, and just looked for a smaller town nearby to write a quick blurb about.
