There won't be any soil in Feb-March. Only ice and snow.
But people do have chickens up there...just ask around about how to keep them in the winter.
Most likely you will need to purchase logs to build your cabin. There are some good logs up that way I don't know how likely it will be to find a lot with good logs on it.
Depending on how large a cabin you need, you might be able to build a small cabin with a few logs on your own property.
I guess you missed out on the free land give away earlier this year.

A few people do have chickens there, though I wouldn't bother with them.
The farther north you go, the smaller the trees; it's probable that your 39 acres will have enough appropriate trees and possible that it won't.
You can check out soil conditions there through the extension service in Palmer; all that I can really tell you is that it's okay enough to grow an average cold climate garden.

Hope you aren't going to buy the land in the winter or did without looking at it first int he summer, what may look like a good place to build is nothing more than a sink hole in summer...
The State sells land over the counter and some is good, some is swamp with the gators being replaced by Grizzlies...
Chickens will be a feat if you are out in the bush, the owls, hawks and eagles will love you for them, not to mention the lynx, fox, weasel family and the "Bears"...
