Default Speed Limit

The speed limit is 55mph on Badger Road... Come on people! GO THE SPEED LIMIT I am so sick of people purposly slowing down just to tick you off..... This is what causes peoples vehicle misteriously showing up at 9mile in flames.... Oh ya, and by the way..... MUD FLAPS ARE MANDATORY!

I checked on this issue a while back. Mud flaps are not mandatory on all vehicles.
Here is a copy of the Alaska Statue on this issue:

AS 28.35.253. Anti-Spray Devices Required.
A person may not drive a motor vehicle on a highway unless the vehicle is equipped with fenders, mud flaps, or other anti-spray devices adequate to prevent the vehicle from being a hazard to other users of the highway.

So I would think if you have a tall 4X4 or big truck then yes you need mud flaps, but a standard car, you don't need them.
My 4X4 pickup has mud flaps on it, but my wife's car doesn't, and I won't be putting them on there either.

no matter if the weather is good or bad people just cant seem to at least do the speed limit on the that road

Default A matter of trajectory

The mud flap issues is caused by the two or three second rule. You know the one that says your should always keep 2 or 3 seconds distance between you and the vehicle infront of you? Well the trajectory of a rock popped up off a tire at road speeds seems to be the perfect arc for the following vehicles windshield at the 2 second rule. What really gripes me is when my tires pitch one forward and I hit it with my windshield! LOL.
