That looks like the radar stuff that used to be on the mountain behind Kodiak.

The point is that the radar must be movable but it is a massive and a fixed one.

That is part of the old white alice site. A long range communications used before satellite. Not a RADAR.

There used to be a White Alice site near Wasilla by Wolf Lake, the antenna has been dismantled as most of the White Alice installaions have been. Interesting technology, bouncing radio signals off of the aurora.
