I was reading some impressions of Juneau on a different site & the conclusion that was reached was this,

It looks like some thought was given to Juneau when it was settled & in the years following. So many cities down here in the states are just sprawl.

Oh, there's sprawl... just not right there. Just north of Juneau is the Mendenhall valley, which is where the suburbs are beginning to form.
