The carcasses seemed somewhat fresh. They hadn't been heavily picked at by birds or scavengers.
Why would someone do that? And as of print, no one from the Alaska Wildlife Troopers has contacted them back. Is this not illegal?

Yes. Just as for other resident game species there are specific seasons and bag limits for black bear. Could have been done by someone who shot a sow...possibly one that kept raiding a garbage strewn camp or private property, realized she had cubs that were now orphaned, and couldn't be bothered or didn't want to take the hit resulting from self-reporting. Pretty disgusting. I'm sure they'll investigate but they may be keeping quiet about it for now.

Sickening. The cubs would have panicked and drowned -- incredibly cruel to do that to them.

I hope they find and prosecute the scum who did it.
