I don't know what the base itself is like, but have been around Fairbanks quite a bit, and can say other than the long cold winter, it is a lovely place.
For shopping, really anything you can want. Food the same. Prices are reasonable, even gas is lower than many places in the state.
The University is right there if you are looking to take classes......Housing is a bit expensive if you live off base.
Even the cold winter -50 most years for at least a portion, is live-able because folks there have just learned how to do it....get involved and do healthy things......
