I dont think anyone will or can take over the feeding. If I understand it right, there was a law stopping the feeding of the eagles and she was given an exemption from the law until 2010 at which time she would have had to stop feeding them as well.

to add from the above linked story: Homer Police Chief Mark Robl said the city has allowed Steve Tarola, a friend of Keene, another 10 days to feed eagles. The city also is talking to biologists to see if eagles could be harmed by suddenly stopping feeding. -end
...it wasn't a law but a city ordinance, so maybe after the biologists weigh in on it, the city may appoint/allow someone else to resume the feedings, hopefully.

I'm no biologist, but it sure seems like the sudden stoppage of feeding would have an impact. I also wonder if they've lost any natural instincts to survive? She was a tourist attraction!
