I think there is a difference between "personal baggage" and "goods". "Goods" are generally considered items that you are transporting for resale. At least that is my feeble understanding of the current state of affairs. In all the years I have been crossing the border I have never been asked for a list.
Maybe it's something new they are enforcing.

I think you are right, didn't need a list of what accompanied us, but on the crates that were shipped via trucking company we did need a list even though was personal and not for resale.

You can bring rifles and shotguns through Canada as long as you declare them on the correct form (which you can download from the internet from their customs website), register the serial numbers with their computers, and pay a fee.

I'm guessing it might help you if they decide to go through all your stuff. Otherwise, you'll never have to show it. The section that requested it was for transporting goods from one US location to another US location through Canada. The list wasn't a requirement, just a suggestion to speed up the process.
I've never had a list when I crossed the border either.
