Yes it's legal. If the main airport is far from the lake or river where they keep it they can do it. Doesn't look as scary as landing a float plane on grass!
Spent 60 years in Alaska, and never even heard of this until this evening. Must not happen very often...(?) This looks dangerous...is it even legal

Use to be pretty common years back, but seems that having a dolly running lose down the runway at 60 knots kind of killed their use after a few lawsuits from unintended damage to other property.

SuperCub.org has photos of a 1941 Taylorcraft that slid off a 4,000-foot mountain near Talkeetna, Alaska, in mid-April. It caught on a rock just below the top. The two on board were not injured and the aircraft, recovered by helicopter, suffered little damage but needs a new wing bow. Hammerheads are a blast in the Citabria, try them if you haven't! They are best just after a loop. I got spades a few years back and it really helps the roll rate, you really have to throw the stick to get rolling quickly. For spins, I've always had to give a burst of throttle before the rudder, otherwise it tends to turn into a spiral, maybe its just me. Decathalon spins MUCH better (and rolls, obviously). I don't think I've ever talked to another Citabria aerobatic before!
