Also, a thing I've been noticing is that some people from New Jersey with drug recovery issues have been coming to centers in Upstate NY. So, the conspiracy theorist in me makes me wonder if that plays a part, as to discourage this from occurring. Maybe not in an active way, but in an indifferent way.

Yeah, I don’t know if it is known as the drug rehab capital, but there has been evidence of said people from NJ coming for that reason in the past.
