It is actually a suburb of Schenectady to the west/SW. Do you have a general location for the apt. within the town? I'd say that you should be fine, but this could depend on the type of apartment as well.

Rotterdam is not a neighborhood in Schenectady. It is a separate town with its own school districts (Schalmont and Mohonasen).

I live in Rotterdam, there are new apartments going up along Burdeck St: http://www.netzerovillage.com , it is the highest density housing in town. Most of Rotterdam is older people in smaller single family homes, with lots of Italian families. It is a safe place but not the most attractive. It is a business and transportation hub. Only a couple of bus routes so you will need a car. Property taxes are reasonable. The town water is excellent and unmetered.
