Los Ranchos de Albuquerque is a village seperate from Albuquerque with their own Fire Department, Police Department, mayor, elections, etc. Population is about 5,000.

Actually, Los Ranchos only touches the Albuquerque city limits on its southern edge. A more accurate description is that it's surrounded on three sides (east, west, and north) by areas of unincorporated Bernalillo County.
Poncho has it right in that Los Ranchos de Albuquerque (a village) is an incorporated local governmental entity entirely separate from the City of Albuquerque. As such, most services are provided by its village government. It is not like the South Valley (also entirely separate from the City of Albuquerque) which is an area of unincorporated Bernalillo County that receives its services through the county government.
Look on any recent map of the Albuquerque area and the boundaries of Los Ranchos de Albuquerque are clearly defined.
Edit: an updated population for Los Ranchos (from the 2010 Census) is 6,024.

Gotcha.. I don't understand the point of it being classified as it's on village rather than within the city? They use Cibola as the neighboring high school, and it is pretty much sandwhiched between the same exact roads in Albuquerque, it makes no sense for them to completely seperate themselves from the city, just curious as to why the would do that.

The Village of Los Ranchos was founded in the 1700's and became an incorporated municipality formed under the laws of the State of New Mexico in 1958. It was the choice of the area residents. It never was part of Albuquerque. They were always basically seperated from Albuquerque. Corrales and Rio Rancho border the city limits of Albuquerque and there have been a few discussion for the west side of Albuquerque to break off and become it's own municipality. South Valley and North Valley are not part of Albuquerque, nor are they incorporated... Bosque Farms, Los Lunas and Corrales are other villiages in the area which are not part of Albuquerque.
Albuquerque Public School's not only have students from Los Ranchos de Albuquerque, they also have student from other areas which are not within the Albuquerque city limits such as Chilili, Corrales, Edgewood, Isleta, Laguna, San Antonito, The Atrisco Land Grant, Tijeras and Tohajiilee.
Bosque Farms, Los Lunas and Corrales are other villiages in the area which are not part of Albuquerque.
In the case of Bosque Farms & Los Lunas - they aren't even in the same county as ABQ, plus the Isleta Reservation geographically seperates them from ABQ entirely.

I'm guessing those places which are in Bernaillo County are serviced by APS.

Corrales is in Sandoval County and APS services (I think) Mid School and High School. Rio Rancho students use to go to APS, and residents Sandoval county still pay/paid school taxes to APS system (That is a long story).
