I am at a loss for how to fix something that is so screwed up but if I think of anything, will share it.

No jail for teacher charged with rape
Rape a student in Albuquerque and get a year in a community justice program, with no jail time.

The company I work for asked me to relocate to ABQ about six months ago from salt lake city and that has been our overall experience with new mexico, in every regard. I think there are two forms of apathy that is prevalent here. It seems that many people born and raised here have accepted that this is their lot in life and stopped trying. On the other side, people who have moved here become apathetic after spending months/years trying to fix something and realize they're the only ones who are trying. The only choice at that point is to get out.

My wife is actually an administrator and worked briefly for APS. After being exposed by proxy to various schools, districts, ETC even I can tell you that there is complacency on a massive scale at APS. It is staggering how inept and inefficient it is. Unfortunately, that culture is so ingrained that it will never change.
