Yes Phillips was a mistake, but mistakes do happen. Our leaders will make a mistake (most of the time unknowingly) from time to time when offering incentives. But Gap has now been here for 5 years (I've been there since the opening) and and our workforce as grown from 300 to 400 in that time. Two more functions have moved from our main corporate office in San Francisco to Abq in that time and we still have room to grow. And let's not forget how many high paying jobs are in ABQ metro thanks to the breaks Intel has received over the years.

The Gap is a good example of our city doing its job (productively) to promote economic growth. However, there are differences between the retail and tech industry that need to be understood (by the city) to make informed decisions that ensure positive benefits. For example, the Gap can make clothes anywhere globally, but still desires a physical location for people to walk-in and try them on before buying. Tech industries do not necessarily need a physical location (a store of their own) to push their products. They rely on distributors such as Circuit City, Best Buy, etc. to take care of this. Tech industries only need a phyisical location such as a plant to make the product. Given this need, tech industries go from city to city ( or worse oversees) to find someplace that will give them the deal(s) they want.

Yes, I agree Intel has helped the local economy in many ways. The bulk of it has allowed Rio Rancho become what it is at present.
