I don't see how they can consider ABQ to be one of the "largest" metro areas without HOV lanes. Tampa/St Pete metro is 3 time larger than ABQ (2.5 mil vs what, 750,000?). Tampa doesn't have HOV lanes but desperately needs them. The easiest thing is to convert the open space between the lanes to HOV and make it reversible, but ABQ is using that space as part of the flood drainage plan (or so it looks). It would be expensive to acquire right of way on the outside of the lanes. Personally, I think ABQ is better off finding ways to streamline and expand the existing transit system. It's a pretty good basic system that would lend itself well to expansion.
