Wouldn't it just be easier to say that the population will explode?
All that other stuff is just a symptom.

The Phoenix metro area and the Albuquerque metro area were approximately the same size 60 years ago in about 1950.
However, the Phoenix metro area includes a number of suburbs that are not present in Albuquerque which has only one of note.
The Phoenix metro area passed 1 million people in 1970 - almost 40 years ago.
Phoenix city did that sometime just after 1990.
Just Tempe, Mesa, and Chandler are about the same size as all of Albuquerque (about 175k + 450k + 240k).
Supposedly, Albuquerque will do that in 3-5 years - depending on rybert or bradly or one of those guys making the announcement.

Oh we're actively trying to waste our money on a similar system as we speak.

I said it *would* be you ( or bradly ).
When the time's right, of course. Only when it's right.

Interesting factoids. Good thing that Albuq didn't keep up, too.
The city's saving graces:
1. Further from CA.
2. Cold[er] winters, which repel [many] retirees.
