From what I know --and that's only through research -- it seems like Santa Fe would be your best option IF sticking with New Mexico. ABQ seems like a very laid back town, although it's not very small in population.

If you want to not be so southwest, but in a somewhat typical environment, Austin TX may be something else for you to look up.
Same for Tuscon, AZ.

Again, what I described aren't very small. Santa Fe (if your able to afford it) is probably your best bet if you want a small liberal town. At least from what I know.

Austin and Tucson are college towns, not hippie towns.

Roswell is about 50k in pop. It is 70 miles from Ruidoso which is a good winter and summer resort. However, it has actually shrunk in size in recent years and is not teeming with new industry. Rent is cheap (I recently lived there). It is better suited for retirees.

Rent is actually very expensive in Roswell for anything mid-quality and up. I recently lived there as well.

When I retire in many moons, Roswell will not even come remotely close to consideration; too isolated from medical specialists, too much random crime, too many icky people and not enough worthwhile scenery.

I suppose Roswell could qualify at one time as attracting hippies. That would have been the time that the UFO stuff became front and center in the town itself. That would be 1997, the 50th anniversary of the UFO incident. And it got a lot of publicity from cable news during that time. Shortly afterwards lots of UFO theme type restaurants popped up, particularly in the downtown area. A lot of them have been gone for some time but a couple still remain (can't think of the names.)

Young hippie towns have gone the way of the Dodo bird.
You only see them in old movies on late night TV now.

Check out Dixon, Ojo Sarco, Truchas & Penasco areas. There's the Hippie vs Indian baseball game, in its 40+ year.
