Default Cleveland High School (RR) Opening Delay

Does anyone know the actual reason they changed the first day of school for Cleveland High in Rio Rancho? I got an automated message last night about it.

Rio Rancho Public Schools is starting later because the new high school likely won't be ready to open on time. The district is pushing the date back to Aug. 24 instead of Aug. 13, district spokeswoman Kim Vesely said. The district was told Thursday that the sewer system would not be in place for V. Sue Cleveland High School next week as originally planned, Vesely said. Also, she said, a new city water main ruptured earlier this week and caused a crater in the road used to access the school. Because of the problems, Vesely said the district decided to delay the start of the year for all schools.

I had no idea [before reading the link] that RR schools opened on Aug. 13. Never heard of schools opening that early, anywhere. To me, pushing it back to Aug. 23 still seems like an early start!
