It's been said more than once that future wars will be fought over water, vs. the more contemporary oil wars. Everybody assumes these conflicts will be international.

The water needs of Colo, Ariz and NM are miniscule when compared to the water needs of southern Cailf. If things get as bad as some suggest, there will come a time when the upper basin states will just say "no." That's when the real fun will start. My guess is in the end, they will all go back to the table and re-negotiate, with lower basin states becoming the biggest losers.

S.Calif. can get enough water to supply their personal needs and
industrial needs from the ocean. It would be more expensive,
but it could be done because they wouldn't need to pump it
like a place like Phoenix would ( up 1,000 feet and over 500 miles ).

If all the people in the LA basin used water like rybert, for instance,
there wouldn't be any pressure on supplies.

Even thrifty users in the US consume dozens of gallons of water per day

The places where wars will be fought are where usage is in the single
digits of gallons/day - per household.

Their idea of conservation is to drink less water.

Our idea of conservation is to prevent the water from running down
the street so much when we are watering our lawn.

Their idea of a lawn is " what's a lawn? "
